Frank has over 40 years experience in private legal practice in Sydney. He merged his practice of Windeyer Dibbs with that of Atkinson Vinden in 2004 and continues working full time as a consultant with Atkinson Vinden.

He has experience in a wide range of areas, acting for clients ranging from individuals to small businesses, corporations and local councils.

Currently, Frank mainly practises in estate planning, wills, powers of attorney and guardianships and in the management of deceased estates.

Frank is a member of the Rotary Club of Lindfield, serving as President in 2009 - 2010. He was a leader in the Scout Association for nearly 30 years, serving as the Group Leader of the local Scout Group for about 20 years. Frank also served in the Army Reserve for about 28 years attaining the rank of Lieutenant Colonel. He has been awarded the Reserve Forces Decoration (RFD).

Since early 2011 Frank has been a member of the Management Committee of Easy Care Gardening an organisation of volunteers that assists in enabling older people to remain in their own homes.

Frank is married with 2 adult children and one grandson.  His interests outside the law and his family, other than the community organisations with which he is involved, include gardening and also art, in which he very occasionally dabbles in painting.
